The owner-approved V1 target is broader than a school-specific pilot. The written pilot plan names the roles, records, workflows and providers currently approved for activation.

Full V1 breadth remains activation-gated

Payments, electronic signatures, chat, media, weather, band operations, push delivery, and every other full V1 workflow activate only after their provider, policy, authorization, privacy, finance, accessibility, and acceptance gates pass. A smaller pilot activation does not remove them from the V1 product target.
